'08 Precedent Beeping dash

Batteries check ok, charger won't come on, charger checked with other cart, worked fine. Cart seems dead, won't move at all, no rev beeping or any other sign of normal operation. Initially when pugged into charger, beeping in dash area until flipped to tow mode. That silences the beeping. This is NOT rev beeping. Getting the dash area to beep doesn't happen every time. Mostly when charger is plugged in there is nothing but silence, charger never activates. Any ideas?
