cart with hesitation at full speed

Why does the cart hesitate at full speed? An intermittant decrease of power at full speed....with accelerator all the way down....then it resumes to full power. This is on a '08 Club Car Precedent.

If it goes no faster than 14.7 then its the governor holding down the speed

Is best solution an upgrade to the controller "chip"?

You may have a bad mcore (throttle sensor).
