2006 Gas Club Car Starving for Fuel

Yes my 2006 club car runs great but when you start up a heal it acts like it is starving for fuel. I put a new fuel pump on and had it serviced and it still has the same problem. So I had the carb. cleaned and still the same issue. Could it be that I have my govenor set to where it will go fast? Any help Thanks
