1993 Club car with fe290. Rebuilt engine,etc. won’t run right. Please help!

Hey guy, Needing help with my club car with fe290. I had the motor sent off to be rebuild (EBay) got it back, put brand new Kawasaki carb on, brand new fly wheel, set coil at .011 got spark, plent of fuel, new battery. I can hit pedal and takes a lot to get it to run and I have to play with throttle yo get it to barely run around half throttle. It might move in gear maybe 6 inches if lucky. Can’t get it to rev up any higher. Sometimes back fires out of carb. My linkage seems to be out of adjustment throttle wise/governor. I messes with that a lot with no success. I’m looking for someone to point me in the right direction to see what else I can check.
