When installing a new fuel filter at the bottom of the fuel tank must the tank be empty?

Yes, or put a bucket under the cart to catch the gas when it spills.

The best way is to remove the fuel tank (only two bolts are holding it). Then remove the old cap install the new one. Be sure to tighten it well.
