Battery meter wiring

The battery meter on my recently purchased EZGO cart shows a reading when the key is off. s this the normal way these are wired? How much power does it use? Ted

Depending on the meter very little. It want be enough to worry about. I hook all of mine up this way so I can glance at it and see the voltage.
