If you have the old plug and can clean it thoroughly, you might be able to glue it back in using some RTV (Room Temperature Vulcanizing) silicone. However, replacing it is usually the best option. Clean the area around the plug as thoroughly as possible and seal it back in place.

Typically, it's only the older engines that have this open hole (the Kawasaki FE290 and a FE350), a 2002 FE and up none of them have a open plug there, they're all flat. It's unclear why that hole was machined, but it could have been for a different type of dipstick tube used in other applications besides golf carts. Historically, Kawasaki didn't build engines specifically for golf carts until relatively recently. Older engines were often repurposed from industrial or power equipment, then slightly modified to fit golf carts.

Another way to fix the issue, clean the hole thoroughly with brake cleaner and purchase an expandable freeze plug to seal it tightly (see pic). With this approach, you should be able to prevent any leaks.
