Testing a coil

I just purchased a 99 EZGO, ran fine after cleaning carb but now has no fire. First time it died and wouldn't start I moved some of the wiring and it started so I assumed I had a bad connection. Second time it happened I got a weak spark but now none at all. I checked coil with meter and got 16 ohms on secondary and primary side is open, zero ohms. Does this prove the coil is bad? Would like to verify before ordering another coil.

Sorry not sure what I was thinking in my first post, the primary side meter reading "0" shows a short not open....I'm just not sure what it is suppose to read with a good coil.
