    I charged the battery very slowly, seems to run better now but it's charging over 16V. I think it needs a voltage regulator.

    Oh, I've cleaned the carb, checked compression and adjusted the valves.
    To test the fuel pump, take off the pipe that runs from the fuel pump to the carburetor and put it over a bucket. Now press the gas and fuel will flow out, if it does not you have a fuel pump problem.

    To test the spark, when the cart is acting up remove the spark plug and in a dark area hold the spark plug to a ground and press the gas, you should see the spark plug do a nice blue spark. Not yellow.
