99 Ezgo Workhorse robin eh35c engine

Hey guy scant figure out whats going on with my cart. We use it to tow the race car at the drag strip and it doesn't seem to have bottom end power. The kids ride it around and its fine. Top end is awesome and have to watch the kids don't go to hard with it. But we hook the car up and it will only do about 15klph towing the car. Have serviced the cart, new plugs, valve adjustment done, and runs fine. I am thinking maybe clutch adjustment or carb adjustment? Anyone have any thoughts. A mate has a single cylinder cart that nearly rips the front end off the race car. Surely my twin cylinder should pull better than his?
