old but newbie 91 g9

91 g9 starts and runs up to about 1/3 throttle and then will only run with the choke on Rebuilt the carb and found a lot of play in the throttle shaft replaced the carb with a new one. still no change,checked for vac leaks and found none. did more research here, any one ever seen a similar problem??? thanks, Bruce (laughter_for_years)
