EZ Go gas will not move no matter which gear, took off the belt and as I turn the driven clutch the cart wants to move ever so slightly in both gears but will not move under power

I'm assuming you have power as you said the cart won't move under power.
Jack up the rear end (use some jack stands for additional support and saftey). Put it in gear give it some gas. Do you have movement. If minimal rotation of the rear wheels, pull the rear drums and inspect the axel shaft and mating splines on the interior diameter of the rear drum. If they are worn that is no doubt your problem. The axel shaft if worn or the interior diameter of the drum if worn will not translate the power from the engine to the wheels. If worn replace the axel shaft and the drum. It doesn't pay to do just one part. Good Luck
