EZ GO surging.. "locks up"..

I have a 1986 EZ-GO 2 stroke golf cart. Had it for about 3 years now and got a question for you all. After running it for a couple holes, it seems to get "locked up" when I stop the cart. I have to push it to get it to "unlock" and start back up. It surges and kind of hops until it starts going again. This happens every time I use the cart, and seems to get worse the more it is used. It sometimes helps to coast to a stop instead of stopping abruptly, but not always. Any ideas?? It runs very good otherwise with plenty of power and speed. Thanks!

I would check to see if one of the clutches are sticking. Have the seat off when you unlock the motor and see what appears to change.
