G2 bogs at full speed

I have a 1985 G2, compression is 150, valves are set, new carburetor, fuel filter, Runs great until you give it full on the gas pedal then it starts surging. Wondering if the govenor might have something to do with it. Any Ideas, Thanks John

I have the same issue. Also when you are pulling a hill it bogs down and I can pull out the choke and it gains power?
