i have a o3 club car have 38 volts across bat. press on pedal trys to move but does not checked all connections coils are heating up when pedal is pushed. should i jump out top two post on solinoid.

If you bypass the solenoid be sure the rear wheels are off the ground. I am not sure but I would think a 03 would be a 48v system. If so 38v ain't enough.
