MCOR quit working correctly

I have been working on some golf carts for a small golf golf course.
They have 2009 clubcar presedents.
I have replaced 2 MCOR's on different carts.
They usually get to where when you push down the pedal to the floor they won't move, so you can only push the pedal down half way.
Is this a problem that clubcar has been having with the MCOR, or is this a programming issue?

well the best way to tell would be to use an ohm meter on the plug with three wires and check the resistance that the mcor puts out. the two wire plug is the switch that tells the system pedal is pushed and turn on the controller/solenoid
