Won’t start unless choke applied

Every time my cart comes to a stop, needs choke pushed in. Once it starts, it runs fine except at slow speeds it jerks a little bit.

have a new carburetor, new air/fuel filters, new fuel pump and new gas.

im thinking maybe the carburetor needs adjustment? I measured the voltage on my battery at 8v on a 12v battery
