EZ Go Refresher 1200 2003 No start problem!

Hello All, I have an EZ GO Refresher Model REF1200 Code M1603 and I cannot get anything when pressing the accelerator pedal. Battery is good, 12.63v. If I take the blue wire from the starter switch and put directly to the battery it will turn over. If I do the old by pass the solenoid trick it will turn over. Otherwise nothing. Any troubleshooting secrets. I am not a novice mechanic just never worked on a golf cart before and suppose there is something I am missing. Not alot of info out there for our viewing pleasure!!!
