2002 and 2003 EZGO Gas TXT Projects

I just picked up 2 Gas E-Z-GO TXT's, A 2002 and a 2003, both 2cylinders. They had been rotting away in the dust and mud infested yard of a nursery. Cleaning them up and got them running, but the 2002 only starts if I remove the air filter. Any ideas that could be causing this?

Carburetor is all gummed up. Deep clean or replace it, will fix having the issue of only running with the air cleaner removed.
