BATTERIES ARE FULLY CHARGED BUT IT DOESNT MOVE AT ALL. YOU CAN HAVE PEDAL TO THE FLOOR AND NOTHING NO MOVEMENT BUT YOU CAN HEAR A NOISE LIKE ITS TRYING TO DO SOMETHING. ANY IDEAS TO WHAT ISSUE IS?

Are you hearing a "click"? If so, that's likely the solenoid. There are a number of things that can create this situation; do you have a digital multimeter?
The FNR switch is a common culprit on these carts. I would first do a visual inspection of the high voltage cables and look for any discoloration or a terminal that doesn't look in plane with the rest.
