Is it true with a lifted cart that actually oil capacity in an EZ go golf cart is 1.5 Qts.?

That is the capacity of the engine regardless of a lift. After you add 1.5 quarts, park the cart on level ground, mark the oil reading on the dip stick, this is your new "full" level.
